To upgrade UnForm from 9.0, 10.0, or 10.1 to 11.0 you should install 11.0 into a new directory (or a new system, of course). Then you'll want to copy files from the old install to the new one:
Copy ufarc*.dat files, which include files for user, group, library, permissions, and other data elements.
Copy ufsched.dat if you want to maintain scheduled jobs.
Copy im/* if you work with Image Manager.
Copy df/* if you work with DocFlow.
Copy rule files (generally *.rul and *.rud) and related files used by them, such as images and attachments.
Update any references to UnForm clients to use the uf110c clients instead of uf90c, uf100c, or uf101c.
Copy archive libraries, unless you plan to leave them in place and are not upgrading to a new system.
Archive libraries are found in directories on the UnForm server and are known to UnForm by their full paths (even those referred to by simple names are still known to UnForm by the full path including the 'arc' subdirectory). If you are upgrading to a new system and can copy these libraries to the new system using the exact same path names, then there is no need to update library paths.
However, if you need to update library paths, do so using the Libraries screen on the Admin menu in the browser interface. When you change the path there, related security records are also updated.
Note that in version 11, new libraries, including those that are rebuilt, have a different format and are not compatible with previous versions. Old libraries from versions 9.0 through 10.1 remain compatible with 11.0 until rebuilt.
